HOME FIRST is the title of 10 Year Plan to end chronic homelessness in Kern County, HOME FIRST is also an awareness campaign to educate the community on overcoming and ending homelessness in Kern County through profiling residents who have undergone struggles and the agencies who serve these residents with the goal of placement and long term success in permanent housing.
